MOBI ToC links stop after 33 entries

I am converting some ebooks from HTML into MOBI and EPUB using the auto-generate TOC with H1 and H2 tags. The TOCs generate fine in EPUB and every hypertext link works. However, sometimes the TOC that was generated for MOBI stops linking after the 32nd entry. I see ALL the possible generated entries, just can't click on anything after 32 and have it work. This is the same for the TOC that is automatically inserted into the back of the book. I increased the Chapter Threshold setting to 50, then to 100 in the TOC interface, but to no avail. Help.
