css for horizontal and vertically centred

Hi, Im new to Sigil and the book author would like quotes that come before a chapter to be centred and standalone (in their own file/page)

I'm having trouble getting the css to work for this, other than just 50% of the page.

Any help you can offer gratefully received :)
