The Wizard in Waiting by Robert Don Hughes (ISFDB, Wikipedia) is the 2nd novel in his Pelmen the Powershaper trilogy of traditionally epic high fantasy with strong draconic elements, this installment continuing the adventures of the series-titular powershaper to restore the usurped princess to her throne after defeating said dragon, free courtesy of publisher Endeavour Press' Venture imprint, who are e-printing it from its original 1982 Del Rey paperback edition.
Apparently, this is somewhat related to a previous freebie in a different series perhaps set in the same world at a different time, unless the author really has a thing for including two-headed dragons and powershapers in all his fantasy worlds: Wizard and Dragon
